(1) The meeting of the Council shall normally be held four times a year.
(2) The meeting of the Council shall be presided over by the Chairman of the Council. In the absence of the chairman, a person chosen by the members of the council from among themselves will preside over the meeting of the council.
(3) Other procedures related to the meeting of the Council shall be as prescribed.
